But first, this week's Bangalore reality check:

🌳 The 5% Parks Bill: Passed, Protested, Now Under Review

The Karnataka Government Parks (Preservation) (Amendment) Bill, 2026 permits the state, following a high-level committee's recommendation, to alienate up to 5% of a government park or garden for public infrastructure or utility projects. Recipients are limited to government bodies, statutory authorities and government-owned companies; land alienated earlier also counts toward the ceiling. But the permitted methods include sale, lease, gift, exchange and mortgage, so residents are not finding “only 5%” comforting.

Lalbagh made the concern tangible: the proposed 17-km Hebbal-Central Silk Board tunnel road is reported to need roughly six acres there temporarily and one acre permanently, though the Bill is statewide and broader than one project.

After protests, Chief Minister D.K. Shivakumar said on September 1 that the proposal would be revisited. Accurate status: passed by both Houses, but politically unsettled—not a final green light for digging inside every park.

Property Translation: A park-facing premium depends on the park remaining a park. Do not panic-discount every nearby home; track the exact parcel, project and permanent-versus-temporary land requirement.

🏡 BDA Opens 2,815 Sites—and the Units Matter

BDA's August 31 notification opens general-public applications for Dr K. Shivaram Karanth Layout, spanning 17 villages in North Bengaluru.

First, the correction: the official provisional rate is ₹64,584 per square metre, which converts to approximately ₹6,000 per square foot. It is not ₹76,000 per square foot.

Three payments people will confuse:

  • Application fee: ₹500 for SC/ST/Category-I; ₹1,000 for others

  • Registration fee: ₹2,000, ₹4,000 or ₹5,000 depending on site size

  • Initial deposit: separate and much larger; adjusted against the price if successful and refunded without interest if unsuccessful

Applications close on October 15, 2026 at 12 noon. Applicants must generally be 18+, meet the 15-year Karnataka domicile condition and satisfy ownership/prior-allotment restrictions, subject to stated exceptions.

This is not “submit money today, receive site tomorrow.” General-public allotment follows the Supreme Court-directed landowner and incentive-site sequence, while site counts and values remain provisional. Confirm eligibility, inspect the layout and understand how much cash the deposit locks up.

🏢 Aon's ₹98 Crore Whitefield Vote

Aon Consulting has leased 198,509 sq ft at Vista Earth Centre across four floors. The Whitefield space was taken in two phases—December 2025 and June 2026.

The deal sheet:

  • Starting monthly rent: approximately ₹1.53 crore

  • Rate: ₹77.32/sq ft/month

  • Security deposit: approximately ₹10.74 crore

  • Escalation: 15% after three years

  • Five-year rent outgo: approximately ₹98 crore

The maths works: 36 months at the starting rent plus 24 months after the escalation comes to roughly ₹97.6 crore.

Last week, we reported Bengaluru's prime-office benchmark at ₹163/sq ft/month. Aon's ₹77.32 does not contradict it: one is a prime-market benchmark; the other is a specific negotiated lease. Comparing them directly is like comparing a hotel's rack rate with what your uncle negotiated at reception.

Residential Translation: Whitefield's employment and rental-demand base remains strong, but last-mile travel and actual tenant demand still decide which homes benefit.

🚇 North Bengaluru Is a Big Story—Just Not a September Story

The airport, aerospace jobs, land supply and future Metro links make a strong long-term thesis. This week's timelines, however, blend different sections into one optimistic smoothie.

Pink Line: The section expected to open in September is only the 7.5-km elevated stretch from Kalena Agrahara to Tavarekere in South Bengaluru, subject to statutory clearances. The underground section reaching Nagawara—the piece relevant to North Bengaluru—is targeted for 2027.

Blue Line: The 72.75% progress figure is a June snapshot already covered in #56. The newer update is the revised operating sequence:

  • Central Silk Board-KR Puram: mid-2027

  • Hebbal-airport: around September 2027

  • The difficult KR Puram-Hebbal link: as late as March 2028

Buyers in Yelahanka, Jakkur, Bagalur or Hennur should price homes using today's road commute and treat the Metro as future upside. “Pink Line opens in September” is not permission to add a North Bengaluru Metro premium today.

🏗️ RERA WATCH: No Change Is Still a Status

This week's three pre-launch tips are repeats from #58, and none should be upgraded without new paperwork:

  • Nikoo Homes 9: A project-specific K-RERA registration number is still not publicly confirmed; “applied” remains a pipeline claim

  • L&T Hennur / Thanisandra: The exact legal project name and site identity remain pending

  • Assetz villament, Hennur: This is Assetz Mizu & Ki, already approved and covered in #56—not a new launch this week

Verdict: Marketing can repeat weekly. Registration status does not change through repetition.

This Week's Theme: Units, Clauses and Clocks

₹64,584 changes dramatically with the unit. Five per cent changes with the size of the park. And “September Metro” means little unless you know which seven kilometres are opening.

Smart Money Moves:

  • BDA applicants: Budget for the initial deposit, not only the ₹500/₹1,000 application fee

  • North Bengaluru buyers: Use the revised 2027-28 Metro dates and add an execution buffer

  • Park-adjacent owners: Track actual land notifications, not political claims

  • Whitefield investors: Validate residential rent and vacancy building by building

  • Pre-launch buyers: Treat “RERA applied” as incomplete until a project-specific number is searchable

Risk Factors: provisional BDA prices, Metro slippage, policies being rewritten after protest, and infrastructure premiums arriving years before the infrastructure.
